城市社区治安防控系统建设是社区防控体系的重要部分。上海市在城市社区治安防控系统建设中充分利用作为正规力量的公安机关,积极联合半正规力量,如街道办、居委会、小区物业、保安等,发挥非正规力量,如平安志愿者、居民治安员等的作用进行多方面、多层次防控,取得了非常好的效果,无论是治安现状还是警民关系都得到居民的认可。但是,由于警力相对不足,有些问题的解决仍然需要有突破性的思路。

The construction of urban eommunity security maintaining system is an important part of community maintaining system. In the process of the construction of urban community security maintaining system, Shanghai makes full use of police force as well as street office, neighborhood committee, property management and security department. In addition, such informal security force as security volunteers and vigilantes are taken advantage of to maintain multi -level security which resulted in good police- people relations and social effects. However, due to the shortage of police force, some problems still need breakthrough.
