针对图书馆权利思想移植与本土化过程中的现象关联,提出图书馆权利是图书馆法律体系的组成部分,中国对国外图书馆权利理论与实践的移植应在国家宪法及其相关法律框架内借鉴和取舍。现阶段应注意从理论上全面解析"知识自由"内涵,解决理论起点上的困惑。理清国内外相关法律法规,尤其是中国相关规定,使国外图书馆权利思想与中国社会文化、道德规范相互交流、互为影响,使中国图书馆服务制度因国际图书馆权利思想的传播在本土化过程中得到提升和完善。

The author puts forward that the library rights is part of the library law system and the transplantation of theory and practice of Chinese library rights should be in the framework of the country＇s constitution and relevant laws in view of library rights thought transplantation and localization phenomenon. At present, we should pay attention to the connotation of ＂intellectual freedom＂ and solving the theory starting point of confusion. Relevant laws and regulations at home and abroad, especially the related regulations in China should be clarified. The communication between foreign library rights thought and the Chinese society culture, interaction of ethics and the international spread of library rights thought in the localization process would make the library service system in China improved and perfected.
