摘要
江苏沿海地区独特的动力地貌蕴育了大量的沿海滩涂,滩涂资源的开发利用对促进沿海地区经济社会的发展具有重大的现实意义。然而,在目前江苏沿海滩涂的开发进程中,开发区域缺乏有效的融资平台,滩涂开发资金压力大,开发进程缓慢。从这一现实困境出发,为江苏沿海滩涂开发引入土地证券化理论,在分析了滩涂开发土地证券化的前提条件的基础上,为江苏沿海滩涂开发的土地证券化设计了2种模式——实体资产证券化(股份合作)模式和抵押债券证券化模式,以期为拓展沿海滩涂开发的投融资渠道,解决滩涂开发中的资金短缺问题提供理论上的指导。
The distinctive dynamic geomorphology in the coastal areas of Jiangsu Province has given birth to a large number of coastal beaches.The development and utilization of beach resources have a great realistic significance to promote the economy in coastal areas.However,because the investment and financing mechanism of regional has not yet been established effectively,the process of the coastal development works at a low rate.Based on the realistic problems,we introduce the land securitization theory for the coastal development land in Jiangsu.In order to expand investment and financing channels of the coastal shore reclamation,and provide theoretical guidance to solve the problem of shortage of funds in the development of shore reclamation,we finally design the path of the two kinds of land securitization:Entity assets securitization(CO)mode and Mortgage Securitization for the coastal development in Jiangsu.
