On Rational Limit of Administrative Participation in the Open Society

行政参与有着深厚的理论基础,在开放社会的不断发展之下,行政参与的普及具有必然性和可能性。而这种广泛的行政参与并非毫无节制的,无论是参与主体的资格还是行政参与的适用领域均需明确与合理限制。只有正确把握行政参与的合理界限,才能更好地实现政府依法行政。

With a profound theoretical basis, administrative participation is inevitably and possibly popularized with constant development of the open society. The far-ranging administrative participation is not unrestrained but explicitly and rationally limited both in terms of participating qualification of the subjects and applicable fields for administrative participation. The correct grasp of rational limit of administrative participation contributes to better implementation of administration by law.
