The new organization theory pays close attention to the relationship between universities and the environment. The higher education quality becomes a key issue in the development of universities adapting to the environment and also the integration requirement of the four-dimensional body of government,society,students and universities.The realization of higher education quality depends on the allocation of power in higher education management and the corresponding design of its operation mechanism,including the quality decision mechanism,quality information mechanism,quality dynamic mechanism and the quality supervision mechanism.
