Increasing Income of Peasants: a Focus in a New Period

近几年来农民收入增幅下降 ,纯农户减收 ,已经成为举国普遍关注的全局性突出问题。农民增收难 ,城乡居民收入差距拉大 ,已经或正在对农业生产、农民生活和农村社会安定带来严重的负面影响。增加农民收入需要有多种思路和正确的方向选择 ,从根本上调整国民收入分配格局。政策措施要配套 ,标本兼治 ;要全面地提高农业产业素质和农民素质 ;重在体制创新 ,促进农民的联合与合作 ;要分阶段改革农业税费制度 。

Editor's Note:In recent years, peasants' income and pure agricultural households are shrinking, which has aroused much attention. The widening gap of income between urban residents and rural peasants has brought serious side effects to agricultural production, peasants' life and country's social security. Although many ways can be used to increase peasants' income, adjusting distribution pattern of national income is the most basic one. Policies and measures should be one to improve agriculture and peasants. System creation should be valued to promote joining and cooperation of peasants. Agricultural tax and fee system should be reformed gradually and a unified tax system should be carried out in urban and rural areas.
