非法开采石矿案件查办难点探析

Difficulties in Investigating the Cases of Illegal Quarrying

随着社会经济的发展,由于供需矛盾紧张等原因,我国某些地区非法开采石矿现象日益严重,导致破坏生态环境、诱发生产安全事故等系列问题。在实践中,查办该类案件往往存在移送难、鉴定难、查处难等问题。为破解难题,亟需在"两法衔接"框架下,加强执法部门联动合作、强化关键证据收集、改进查办案件方式方法,同时严查其背后腐败问题,以精准有效打击非法开采石矿类型违法犯罪活动。

With the development social economy,because of the contradiction between supply and demand,illegal quarrying has occurred seriously in some areas in China,and caused a series of problems such as destroying the environment and inducing production safety accidents. In practice,there are often many difficult problems in transferring,identifying and investigating such cases. In order to solve these problems,under the framework of ＂cohesion of two laws＂,we should strengthen the linkage cooperation of the law enforcement departments and the collection of key evidence,improve the methods of case handling,and thoroughly investigate the corruption behind so as to combat the cases of illegal quarrying accurately and effectively.
