减排和化污:恢复气候、治理灾变环境的实施途径

Reduction of Pollution: An Approach to Climate Governance and Disaster Recovery

当今世界所面临的各种环境灾害,都与气候逆生态化相关,造成气候逆生态化的根本因素是持续不断的高碳排放和全面污染。因此,减排和化污构成恢复气候、治理灾变环境的双重方式。实施减排的基本要略有四,即建立世界和国家两个维度的人口预测基准,构建WTO的减排运行机制,构建国际法律体系和国际—国家碳税制度,建立碳排放交易体制和交易市场。化污的努力途径有二:一是全面恢复地球自净化力;二是从生产与生活两个领域全面提高人类的化污能力。

Various environmental disasters facing the world today are related to inverse ecology climate, which are rooted in continuous high carbon emission and comprehensive pollution. Therefore,emission and pollution re￣duction constitutes a double way to climate governance and disaster recovery. There are four basic strategies of e￣mission reduction, namely the establishment of two￣dimensional prediction benchmark of international and na￣tional population,the construction of WTO emission reduction operation mechanism,the international legal sys￣tem and international￣national carbon tax system,the establishment of carbon emission trading system and trading market . There are two approaches to pollution reduction:one is to restore the earth self￣purifying;the other is to improve human remediation in both industrial production and human life.
