行政法治视野中的事业单位改革

The Reform of Institutions from the Perspective of Administrative Laws

我国新一轮事业单位改革是在市场经济体制确立、服务型政府建设、社会管理体制创新以及公共服务供给体制改革的背景下展开的。因此,应在服务型政府理念的指导下,合理界定市场经济体制中政府的公共服务职能,明确事业单位在公共服务体制中的定位;在市场经济体制下,改革传统的国家事业体制,建立新的事业体制,理顺政府与事业单位的关系,加强立法,促进政事关系的法治化。

China＇s institution reform of the new round is performed under the establishment of the market economic system,the construction of service-oriented government,the innovation of the social management system and the reform of the public service supply system.Therefore,it should be guided in the concept of service-oriented government to reasonably define the public service function of the government in market economy system ,to make clear the position of institutions in the public service system;under the market economy system,it should be done to reform the traditional state enterprise system,to establish new enterprise system,to straighten out the relationships between the government and the enterprise organization,to strengthen legislation,and to promote the legalization of the relationships between the government and the enterprise organizations.
