试论问责制的核心理念及其与反腐倡廉的契合性

On the Internal and External Interactions between the System of Accountability and Anti-Corruption

问责制作为一种制度安排,无疑是当前反腐倡廉的利器。问责制的制度性与多元性的核心理念与反腐倡廉具有内在的契合性。结合我国当前公共治理中的问责状况,我们亟需改变党政内部单一主体的问责局面,形成制度保障的多元问责网络,以问责制度作为反腐倡廉的后盾,以多元问责拓展反腐倡廉的局面。

As an institutional arrangement,nowadays,accountability is undoubtedly an anti-corruption edged tool.The core element of institutional accountability and diversity inherent in the system of accountability and anti-corruption possesses the internal and external interactions.We urgently need to change accountability situation of the single subject within the party and government so as to help the formation of multi-accountability system network：the accountability system as the backing of anticorruption,multi-accountability to expand the situation of anti-corruption campaign.
