中学体育伤害事故保障体系考察及其构建路径

Investigation and Construction Path on Security System of Middle School Sports Injury Accidents

中学阶段是培养学生健康体质的关键时期,而由于体育伤害事故的存在导致中学体育开展的效果不尽如人意。笔者从主客观两个方面探讨了中学体育伤害事故保障体系构建的必要性,从政府、社会、学校3个主要参与主体来考察当前我国中学体育伤害事故保障体系所涉及的主要内容。认为建立中学体育伤害事故保障体系应考虑学生因素、教师因素、学校因素以及社会因素等,并提出了中学体育伤害事故保障体系构建应从制度保障、预警与宣传教育保障、管理与协调保障以及社会保险保障等路径入手的建议。

Middle school stage is the key to cultivate students＇ health, but the sports injury accidents lead to the unsatisfac- tory effect of middle school sports. The author discussed the necessity of constructing security system of middle school sports injury accident from two aspects of subjective and objective, and then examined the main content involved the securi- ty system of current school sports injury accident based on the three major players such as the government, society and school. The results show that the establishment of security system of middle school sports injury accident should consider four factors such as students, teachers, schools and society, and puts forward the construction path of security system should begin from the system security, early warning and the propaganda and education security, management and coordination se- curity and social insurance security.
