指出公务人员考试和专门职业及技术人员考试是台湾地区官方现行最重要的两大考试,虽然两者在考试性质与录取标准方面均有不同,但台湾地区建立了一套专技人员转任公务人员的制度。研究了转任制度的实施背景、适用对象、转任职务的职系和等级、实施现状与相关讨论等,指出了转任制度的意义及其对祖国大陆相关制度完善的启示。

Examinations of civil servants and professional and technical personnel are two most important official examinations in Taiwan. Although the two examinations are different in the nature and admission criterion, a system of professional and technical personnel＇s post changing to civil servants was set up in Taiwan. This article researches on the implementation background, the applicable objects, the post grades and ranks, the current status of its implementation and discussion of the professional and technical personnel＇s post changing to civil servants system. It points out its significance and its Enlightenment to Mainland.
