农村土地承包经营权流转现状调查研究——以福建省为例

Investigation of the Contracted Management of Rural Land Circulation——Taking Fujian Province as an Example

福建省耕地稀缺性和重要性的特征决定着"农村土地"问题一直是政府关注的焦点。在对福建省64个县(市、区)为期5个月调研的基础上,从福建省农村土地承包经营权流转的总体情况、配套制度、流转模式等方面进行实证研究,分析目前福建省农村土地承包经营权流转的主要问题,从政府、市场等角度提出改革的对策和措施。

The scarcity and importance of cultivated land in Fujian Province determines that the ＂rural land＂ issue has been the focus of the government. On the basis of 64 counties（city, area） in Fujian Province for a period of 5-month investigation, studies have been conducted in terms of the overall situation, the transfer of land contract and management right in rural area of Fujian Province, supporting system, circulation mode. It analyzes the main problems of the current rural land contracted management right circulation in Fujian Province. It puts forward the policy and measures for the reform from the angle of government and market etc.
