基于PGIS的反恐情报预警及处置平台的框架设计

Framework Design of Early Warning for Counterterrorism Intelligence and Disposal Platform by PGIS

中国反恐怖形势日趋严峻,反恐已成为公安工作的重点之一。随着公安信息化水平不断提高,反恐工作的信息化建设也势在必行。文章以警用地理信息系统(PGIS)为依托,以情报处置与预警为核心,提出建立以打击恐怖活动为目的的综合应用平台。平台框架由基本设施层、数据资源层、门户展示层等组成,此外还包括情报处置和预警两个模块。此平台应实现的功能有信息管理、情报分析、作战部署、实时指挥,以及模拟实战演练。

In the face of grave counterterrorism situation, terrorism prevention becomes one focus of public security. In addition, with the developing of public security information level, information construction of terrorism prevention work is imperative. According to the requirement of terrorism prevention and the purpose of fighting against terrorism, this paper, taking intelligence disposal and early warning as the central task, proposes to establish a comprehensive application platform on basis of Police Geographic Information System（PGIS）. This platform frame consists of infrastructure layer, data resource layer, and portal display layer. Moreover, it includes intelligence early warning and disposal modules. The platform should implement information management function, intelligence analysis function, operational deployment functions, real-time command, and anti-terrorism simulation practice.
