Noble Personality,Talent to Govern and Serve——Probing into Fu Yan in Shexian County in Mind Dynasty

明季,歙县知县傅岩为了应对干旱等自然灾害,发官府库银收购米粮,低价卖给民众,又颁布告示规范商民双方的行为,为救荒营造了一个良好的社会环境;严格遵守中央重武备的政策,在任期间大力整饬武备,严行保甲,有力地维护了社会秩序;针对社会上出现的诸多不法现象和不良习俗,颁布禁令和告示,进行整顿和改革,使社会风气为之一新。在明末时局动乱和歙县自然灾害严重的情况下,傅岩能够取得如此巨大的政绩,并得到皇帝、同僚和民众的认可,足以显示其"圭璋之品,经世长才。"

In order to cope with drought,Fu Yan,Shexian magistrate of Shexian County in Ming Dynasty,delivered the silvers of local authorities to purchase rice and then sold to the masses of the people in low price.He promulgated the notices to regulate the actions of businessmen and public and created a good social environment for sending relief to a famine area.Fu Yan strictly abided by the policy of putting a high value on weapons and equipments in central authorities.In term of office,he rectified weapons and equipments rapidly,carried the neighborhood administrative system sternly,and kept the society in good order greatly.Facing the illegal atmosphere and bad customs in society,Fu Yan issued the prohibitions and notices and rectified and reformed to refresh the general mood of society.Fu Yan could get so great political achievements and get approval by the Emperor,colleagues and people that it he is regarded as a noble personality with talent to govern and serve.
