国外口岸反恐应急体系的研究及对我国的启示

Research and implications on foreigner port counter- terror emergency system

检验检疫机构是我国反恐体系的重要成员,肩负着守护国门安全的重要职责。在世界卫生组织《国际卫生条例》和国务院三定规定的政策框架下,检验检疫毫无疑问要担负起口岸反恐应急的职责,然而,处于起步阶段的卫生检疫口岸反恐工作,存在着行政主体不明,行政执行不畅,跨部门协作、风险预警、应急保障机制不完善等问题。本文总结了改革开放以来,卫生检疫口岸反恐应急体系的发展情况,借鉴美国、俄罗斯等发达国家口岸反恐应急体系的先进经验,提出完善我国卫生检疫口岸反恐应急体系的启示。

The inspection and quarantine is an important member in our anti- terrorism system,shouldering the important responsibility to protect the country security. Under the policy framework of International Health Rules and the State Council＇s Three- Dimensional Regulations,the inspection and quarantine bureau has the responsibility to counter nuclear,biological,chemical terror in frontier port without question. However,in the initial phase,these anti- terrorism works still exists various defects,such as the indefinite subject,the unsmooth administration performance,and the imperfect system of intersectoral collaboration,risk warning,and emergency safeguard etc.The article summarizes the advanced experience of ports anti- terrorism in developed countries such as the United States of America and the Russia,and the ports＇ counter terror emergency system＇s history and current situation in our country. It puts forward suggestions to perfect a quarantine emergency system to counter nuclear,biological,chemical terror in frontier ports.
