摘要 面对我国反恐情报工作缺乏统一规划、各反恐情报单位发展不均衡、情报系统合力不强等诸多问题,情报共享已成为化解反恐情报工作困境、优化情报反恐能力的重要做法。基于此,本文提出了基于协同机制及SOA架构的三级反恐情报共享体系3-CTISS,分别采用三级平台、协同机制、SOA架构解决3-CTISS体系中分级共享、愿意共享、如何共享的共享需求,实现3-CTISS体系中各情报反恐单位"在竞争中分享,在分享中竞争"的预期目标,全面提升国家反恐情报整体研究水平与保障能力。 Confronted with the present situation of lack of unified planning, uneven development and inadequate cooperation in our count- er-terrurism intelligence work, intelligence sharing has become an important way to resolve the dilemma and optimize the abifity of counter -terrorism intelligence work. In this paper, a 3-level Counter-Terrorism Intelligence Sharing System (3-CTISS) based on synergy and SOA( Service-oriented Architecture) is proposed, using 3-level platform, synergy mechanism and SOA architecture respectively to meet the intelligence sharing requirements of sharing by grading, willing to share and how to share. Besides achieving the goal of "sharing in the competition, competition in the sharing" among counter-terrorism intelligence units, 3-CTISS can also enhance the research level and support capability of national counter-terrorism intelligence work.
