医疗纠纷现状、成因及对策——以东莞市为例

Current Situation,Causes and Countermeasures of Medical Dispute:Taking Dongguan City as an Example

通过对东莞市13家公立医院近几年医疗纠纷发生数量、涉及科室分布、发生原因和解决途径等的调查,发现医疗纠纷呈现内容复杂化、主体群体化、方式对抗化、时间持久化等特点,医疗纠纷发生的数量逐年增加、范围逐渐扩大、索赔金额不断攀升、处理难度越来越大。医疗纠纷的发生有医院方面、患者方面和社会方面的原因,其中因医院方面的原因引发医疗纠纷所占比例最高。解决医疗纠纷的对策是深化医药卫生体制改革、建立有效的多元化纠纷解决机制、深入推进"平安医院"创建活动和优化医疗环境等。

Surveys have been conducted on medical dispute about the number, distribution of involved departments, causes and measures, which are taken for recent years in 13 public hospitals. It finds that the medical dispute is complex, collective, adversarial, and persistent. Meanwhile, a trend is recognized that the number, ranges, money for claims, and difficulty to tackle medical disputes are growing yearly. The medical dispute has been caused by hospitals, patients and society separately, and the percentage of those involving hospitals is the highest. The measures for medical dispute are to deepen the reform in the medical system, find the diversified mechanism of tackling medical disputes, push on the campaign of founding ＂safe hospitals＂ abd optimize the medical environment.
