大都市区域治理何以可能?

How Could the Metropolitan Regional Governance be Possible?

城市群的发展为国家转型所依赖的城市治理,提出了大都市区域治理的挑战与困境。这种挑战与困境与大都市区域城市主体间的协调机制直接相关。城市治理的区域主义范式认为,区域统治与区域治理理论是应对上述挑战与困境的所在。考察黄浦江死猪污染事件的各行为主体的行为,发现在缺失跨越行政区间的建制性大都市区域政府的结构限制下,区域统治理论所倡导的大都市区域协调机制无法发挥有效作用,作为类区域政府的中央条线部门作出的是在地化处理选择;同时,区域治理理论所关注的横向协调机制,做出的是理性的"反"区域治理选择。在此结构限制下,要达成大都市区域治理,在满足促成性条件的前提下,必须克服阻碍性条件拦阻。

The development of the urban agglomeration has brought challenges and dilemmas for the metropolitan governance, which directly relates to the coordination mechanisms between the major cities. Regionalism considers the regional governance and government as the prescription. Based on the investigation pollution incident, it is found that the coordination mechanisms of the actors＇ behavior choice in the Haangpu River dead pigs＇ advocated by the regional government theory cannot play an elfective role. As a kind of regional government, the central sector makes a choice in situ process. Meanwhile, horizontal coordination mechanism concerned by the regional governance theory makes rational anti-regional governance choice. In order to realize the metropolitan regional governance, we should satisfy the facilitating conditions and overcome the hindering factors.
