美丽乡村建设:理论依据和现实条件——以江西省为例

Theoretical Foundation and Advantageous Conditions for Constructing Beautiful Countryside in China:A Case Study of Jiangxi Province

党的十八大提出了建设美丽中国的宏伟蓝图。建设美丽乡村,是建设美丽中国的重要组成部分。全面建成小康社会的总体布局与建设美丽中国的宏伟目标、工农城乡关系的战略转换与建设社会主义新农村的战略部署、国外关于城乡关系的理论观点及其借鉴、"拉美陷阱"及其启示等4个方面构成美丽乡村建设的理论依据。从江西来看,国家工业化进入工业反哺农业的新阶段、江西经济社会发展进入加快农村发展的新时期、"两大国家战略"同时实施、"和谐秀美乡村建设工程"不断推进等4个大背景和因素为江西美丽乡村建设提供了难得的机遇和条件。

The Eighteenth National Congress of the Communist Party of China has delineated a grand blueprint for the construction of beautiful China,of which the construction of beautiful countryside is a more challenging and magnificent task. The theoretical foundation for building beautiful countryside includes the overall approach for the building of a moderately prosperous society,the magnificent target for the construction of beautiful China,the strategic deployment for building a new socialist countryside,the theory of urban-rural integration and implications from The Latin American Trap. As an underdeveloped province located in midland of China,Jiangxi also needs to realize the goal of building a beautiful countryside and the four advantageous conditions,namely,the new policy of industry re-feeding agriculture,the new period for speeding up the development of rural area in Jiangxi,the great support from central government in developing Poyang Lake Eco-economic Zone and the Revitalization of Jiangxi Soviet Area as well as its unique ecological environment.
