摘要
首先,结合目前我国大气污染的实际情况,提出了通过省际合作达到大气污染治理的两个基本假定。其次,通过构建全局优化模型和节余成本加权分配法,建立了大气污染治理全局优化省际合作模型。最后,以2009年SO2去除为例进行实证分析,结果显示了大气污染治理全局优化省际合作模型的有效性和实用性,而且模型的最优化模拟结果可以作为国家决策的重要参考,促使各省份合作共赢。
Combined with the actual situation of China's air pollution, firstly, this paper proposed two basic assumptions under inter-provincial cooperation control approach. Secondly, after building a global optimization model and cost-saving weighted allocation method, the globally optimized inter-provincial cooperation model is established. Finally, the paper used the SO2 reduction in 2009 as an example to carry out the empirical analysis. The results demonstrated the effectiveness and practicability of the model, and optimized simulation results of the model can be used as a reference for national decision-making, such a win-win model will enhance inter-provincial cooperation in air pollution control.
