阿富汗问题是亚洲安全治理面临的重大挑战。美国宣布阿富汗战争结束,但美国的战略困境并未得到解决,而阿富汗在欧亚大陆的中枢位置则显示了该国的安全问题必定有巨大溢出效应。亚信机制是目前亚洲最具广泛性的安全论坛,或可在其框架内设置亚洲安全理事会,以支持和维护阿富汗安全与稳定为切入点,以中俄印等亚信主要成员为核心,共同承担起亚洲人民管理亚洲事务的重任。

Afghanistan presents a major challenge to Asian security governance.In the wake of America's announcement of the conclusion of its war in Afghanistan,America's strategic dilemma in the country remains unresolved.At the same time,Afghanistan's central position vis-a-vis the Eurasian continent makes it inevitable that Afghan security issues will have deep implications for Asia and Europe.The Conference on Interaction and Confidence Building(CICA)is currently the most comprehensive security forum in Asia,and consideration might be given to establishing an Asian Security Council under such a platform.An Asian Security Council might be an entry point for supporting and ultimately guaranteeing security and stability in Afghanistan.Core member states of the CICA,including China,Russia and India might take on primary responsibilities for ensuring security governance for the people of Asia.
