关于农产品目标价格制度的思考

Thinking on the Agricultural Product Target Price System

建立农产品目标价格制度,是深化农产品价格改革的重要内容。为进一步完善农产品价格形成机制,推进农产品价格形成与政府补贴脱钩,2014年启动了东北和内蒙古大豆、新疆棉花目标价格试点。从农产品目标价格试点来看,建立农产品目标价格制度面临如何确定目标价格、如何发放相应的补贴以及补贴总量限制等新问题。为了使农产品目标价格制度更具可行性、能更好地实现惠农利民目标,必须要做好其制度的顶层设计。

The establishment of agricultural product target price system, is an important concept to deepen the agricultural product price reform. For further improvement in price formation mechanism of agricultural product and promotion in decoupling between the agricultural product price formation and governmental subsidy, the target price pilots of soybean in the Northeast and Inner Mongolia and cotton in Sinkiang. From the perspective of the agricultural product target price pilot, the establishment of agricultural product target price system faces the problems of how to determine the target price, how to grant relevant subsidy, total subsidy limitation and other new issues. In order to make the agricultural product price system more feasible and achieve the benefiting-farmers and relief target more preferably, the top design of the system must be done perfectly.
