在阐述铁路运输企业工作(作业)标准体系建设必要性、建设原则与要求、基本构成的基础上,系统分析工作(作业)标准体系建设中存在的主要问题,提出加强工作(作业)标准体系建设要"坚持两手抓,完善工作(作业)标准体系建设;坚持协调性,增强工作(作业)标准的整体和谐;坚持高质量,提升工作(作业)标准个体水平;坚持严要求,规范工作(作业)标准编制评审"的建议。

Based on a description of the necessity,principles,requirements and basic constitution of constructing the working（operation）standard system for railway transport enterprises,the Paper makes a systematic analysis on the main problems that exist in the construction of the working（operation）standard system.
