俄罗斯医疗保障制度改革的经验与启示

Reformation of Medical Security System in Russia:Experience and Enlightenment

分析了俄罗斯医疗保障制度的现状和改革内容,指出近年来俄罗斯不断优化完善医保制度设计,提高基金统筹层次,强化再分配机制,完善公立医院改革和药品流通改革,取得了较好的成效。俄罗斯的多层次医疗保障体系以强制医疗保险为基础,为全民提供了免费的基本医疗。应借鉴俄罗斯相关经验,加强我国医保制度的整合和衔接,强化财政对低收入群体的倾斜力度,做好医保改革与医疗机构改革、药品流通改革的统筹和配套。

The current situation and reforming of medical security system in Russia are analyzed. This paper points out that, recently, Russia government keep going on improve the medical security system, upgrade fund management, speed up reforms in public hospital and Pharmaceutical field. The multi-level medical security system in Russia which basing on Mandatory Health Insurance offers free service for all citizens. As a reference, China should promote social medical insurances integration, strength the financial security and plan health reform as a whole.
