以非法通婚为表象的滇越边民跨境通婚,是地缘、民族、经济、历史等多方面因素共同作用的结果,解决滇越边民非法跨境通婚问题,不能仅从国家治理的角度出发,应该充分尊重边民的实际诉求,从滇越边境地区的实际出发,在加强双边合作,减少新的入境人口的基础上,在现有的法律体系内,发挥少数民族自治地方自治权,探索创新应对措施。

Illegal Dian and Vietnam frontiers＇ cross-border Marriage is the result of geographical, ethnic, economic and historical factors. To solve the problem, frontiers＇ actual demands should be fully respected, bilateral cooperation should be strengthened, immigration population should be reduced and minority autonomous rights should play a role legally and creative countermeasures should be explored considering the actual border situation.
