我国稀土资源储备战略思考

Strategic consideration on rare earth resources reserve in China

党的十八大报告中明确提出,大力推进生态文明建设。建设生态文明,是关系人民福祉、关乎民族未来的长远大计,其关键是要用新思路、新举措来解决资源环境问题。稀土作为一种稀有的不可再生资源,正面临着资源约束趋紧、环境污染严重、生态系统退化的严峻局面,资源的可持续供应形势不容乐观。本文在简要分析国内外稀土资源形势的基础上,着力从维护国家经济安全、推进生态文明建设、平衡资源代际分配、增强国际市场话语权、化解产能过剩等方面论述了我国实施稀土资源储备的必要性。同时,结合我国稀土资源储备的现状和存在的主要问题,针对性提出了编制稀土资源储备专项规划,建立稀土矿产地储备和矿产品储备相结合的战略储备体系。

It is presented clearly in the Eighteenth National Congress report that making great efforts to promote ecological progress .Promoting ecological progress is a long‐term task of vital importance to the people’s wellbeing and China ’s future .The key point to solve the problem of resources and environment is to use new ideas and new measures .As a kind of non‐renewable resources ,rare earth is faced with the serious situation of more and more resource constraints ,serious environmental pollution and ecosystem degradation .The resources sustainable supply situation is not optimistic .Based on brief analysis of rare earth resources situation both in China and in the whole globe ,the paper has discussed the necessity of rare earth resources reserve in our country by maintaining the national economy safety ,promoting ecological civilization ,balance the resources distribution of intergenerational allocation ,enhance our rights of speech in the international market ,dissolve the excess production capacity ,etc .In a meanwhile ,regarding the present situation of rare earth resources reserve and the existing main problems in China ,this essay is giving a solution of ：compiling rare earth resources reserve special planning ;constructing the strategic reserves system which includes the combination of orefield and minerals for rare earth resources .
