环境规制与技术创新的地域差异性研究——基于中国省际面板数据的实证分析

An Empirical Study of Regional Differences of Environmental Regulation and Technological Innovation Based on the Panel Data of China

环境规制与技术创新之间的关系一直是全世界关注的热点问题。通过因子分析和聚类分析对中国31个省份自治区按照经济发展和环境状况进行客观的地域划分,利用31个省份自治区2002—2012年的面板数据,研究了环境规制对不同地域技术创新的影响,得出针对不同地域,环境规制对其技术创新有着一定的正向或负向作用的结论,并提出相应的政策建议。

The relationship between environmental regulation and technological innovation is always a focus in the world.In accordance with economic development and the state of the environment,this article classifies 31 provinces and autonomous regions of China by Factor Analysis and Cluster Analysis,and uses their panel data from 2002 to 2012,to study the impact of environmental regulations on different groups of technological innovation.It turns out that for different groups,environmental regulation has an either positive or negative effect,and corresponding policy and recommendations are put forward.
