Colleges and Universities are places for gathering and cultivating talents, so it is important to recognize the importance of the mass work. Colleges and universities should establish a scientific concept of the mass, build teachers and students＇ dominant role, realize the concept change from management to governance, so as to improve the innovative development of higher educa- tion.
