地方人大选举制度发展的瓶颈与突破——基于衡阳贿选案的反思

衡阳贿选案作为建国以来地方人大选举制度发展进程中最严重的贿选案,是对当前我国建设社会主义民主法治国家的一个深刻警示。候选人提名制度、确定制度与选举监督体系内在设计缺陷突出,选民和代表廉选意识缺失,党员自我防腐能力弱化等问题,是当前地方人大选举制度发展面临的主要瓶颈。因此,只有进一步优化地方人大选举制度的自身设计,培养选民与代表的廉选意识,加强地方人大中党组织的建设,才能真正突破地方人大选举制度发展的瓶颈,实现地方人民代表大会制度发展的"新常态"。

Hengyang bribery case as the most serious bribery case in the development process of local people＇s congress electoral system since the founding of new China provides a profound warning for constructing a socialist democracy and law-governing nation in China.At present,some challenging problems have become the key bottleneck for the development local people＇s congress electoral system,these problems involve：There are prominent design defects in System for nominating candidates,determining and electoral supervising system;the voter and the local people＇s representatives are lack of disinterested-election consciousness;the ability to resist corruption of some members of the Communist Party of China has been weaken.Therefore,some measures should be taken：to optimize the design of the local people＇s congress electoral system,to cultivate the disinterested-election consciousness of the voter and the representative and to strengthen the construction of the party organization in the local people＇s congress,only doing like this,can we really breakthrough the development bottleneck of local people＇s congress electoral system and realize the＂new normal＂of development of local people＇s congress system.
