自改革开放以来,中国经济发展取得举世瞩目的"中国奇迹",这主要归功于这些年的制度建设和制度变迁,但当前制度中还存在很多问题和漏洞,致使权力凌驾于制度之上的情形时有发生。如何完善制度建设,"把权力关进制度的笼子里",是中国经济社会持续有力发展的重要保障,制度建设能够有效遏制腐败、保护人力资源、消除社会鸿沟、矫正"行政化"倾向、保障经济增长新的"动力源",只有合理制定、执行进行制度建设的办法,才能实现经济发展和国家的长治久安。

Since the reform and opening up, China＇s economic development has achieved remarkable ＂Chinese miracles＂. This is mainly due to tile institutional development and changes in recent years. But the current system still has many problems and loopholes, causing cases of power overriding the system to happen at times. How to improve institutional development and ＂confine power to an institutional cage＂ is an important guarantee fbr the sustainable and energetic development of China＇s economy and society. Institutional development can effectively curb corruption, protect human resources, eliminate the social divide, correct ＂bureaucratic＂ tendenc~ and guarantee the new ＂source＂ of economic growth. Only when we formulate and implement ways of institutional development properl~ can we achieve economic development and the country＇s long-term stability.
