北欧经济“深绿色”革命的经验及启示

与欧美国家的发展路径不同,北欧四国的绿色经济发展呈现出了资源环境与经济的协调共进、能源结构多样化以及能源环境技术化的特征。北欧经济的"绿色革命"正是在其健全的环境法律制度、清晰的绿色发展规划、高效的环境事务执行机构以及多种环境经济型公共政策干预工具的综合保障下顺利推进的,北欧四国克服了欧美经济"浅绿色"变革的局限性,走出了一条独具特色的绿色发展之路。中国正处于工业化和城镇化加速进程之中,经济增长与资源环境承载力之间的矛盾日趋凸显,结构性环境问题叠加式爆发。北欧四国绿色经济发展经验,值得我们深思、学习借鉴。

Unlike the development path of Europe and the US, the green economy in tim Nordic countries shows the characteristics of coordinated development between resources and environment and the economy, diversified energy structure and teclmology-reliant energy and environment. The ＂green revolution＂ of tim Nordic economy results from its sound environmental legal system, clear green development planning, and efficient environmental aflhirs agencies, and a variety of environment-economical public policy intervention tools. Nordic countries overcome the limitations of the ＂light green＂ economic change in Europe and the US and take on a unique green development patb. China is now in a period of accelerated industrializatkm and urbanization, the conflict between economic growth and the carrying capacity of resources and environment becomes increasingly prominent, and structural environmental problems erupt. It is worth our wbile to think about and learn from the Nordic experience in green economic development.
