Is the "Middle Income Trap" a Theoretical Trap?

智利、日本等国家的实践表明,"中等收入陷阱"只不过是落后国家在实现现代化过程中遭遇发展瓶颈,而难以在短时间内保持经济持续增长、消解社会不稳定性因素的正常状态。过分强调"中等收入陷阱"对于正处于中等收入国家行列的中国来说,无疑是个陷阱。当前中国正处于发展关键期、矛盾凸显期和改革攻坚期,在现代化转型过程中不可避免地遭遇"中等收入瓶颈"。突破"中等收入瓶颈"的根本出路在于,改革和完善不利于经济社会可持续发展的制度设计。

According to the experiences of Chile, Japan and other countries, the ＂middle income trap＂ is nothing but the normal state of backward countries where they encounter development bottlenecks in the process of realizing modernization and have difficulty sustaining economic growth and resolving social destabilizing factors in a short time. Over-emphasizing the ＂middle income trap＂ is undoubtedly a trap for China which still belongs to the ranks of middle-income countries. China is now in a key period of development and serious social problems as well as a period of tackling difficult problems in reform, it is inescapable for it to encounter the ＂middle-income bottleneck＂ in the process of modernization. The fundamental solution to getting round the ＂middle-income bottleneck＂ is to reform and improve the institutional design which is not conducive to the sustainable social and economic development.
