International Experiences of Early Childhood Development Policy Objectives

国际社会日益将儿童早期发展的照顾与教育服务有机整合,并不遗余力地将其纳入国家建设战略及公共政策议题的一部分。明确并完善儿童早期发展政策目标,对于形成全国系统性的儿童早期发展政策体系具有重要意义。借鉴国际经验,应统整中央与地方层级策略架构,确立儿童早期优先发展阶段计划与核心目标,并从国家经济与社会发展的现实需要出发,创新设计适应地方化情境的儿童早期发展政策目标。

The international society has increasingly considered early childhood care and education services as an organic integration concept, which has been an important part of nation-building strategy and public policy issues. It is necessary to integrate the cooperation between central and local-level policy framework and establish early childhood development phase of the program priorities and core objectives. It also requires dynamically grasp the future direction of early childhood development policies. Finally, from the requirements of national social and economic and political values, the early childhood development policy ought to be innovatively designed and adapted to local situation and culture.
