当前新一轮深化国有企业改革必须特别注意的几个争论性问题是:要防止国有资产再次大量流失,重点是坚持在增量资产上发展混合所有制;要警惕让国企无条件全部退出竞争性领域的说法,此说法违背市场经济基本法则,而那些要求国企只混不控的言论有可能把混合所有制改革引向邪路;要科学把握反垄断问题,不能简单把企业规模大等同于垄断,对于垄断的认识既是性质的把握也是法律的裁定;要正确认识加强反腐败与深化国有企业改革的关系,反腐败与深化国有企业改革是并行不悖的,反腐败不是要反掉国企。

Special attention shall be paid to a few controversial issues in a new round of deepening the state- owned enterprise reform on the current stage: to prevent the state- owned assets from great loss again,the key point is to develop mixed ownership based on incremental assets; to keep a wary eye on the statement that all state-owned enterprises will unconditionally withdraw from the competition field,this statement goes against the basic rules of market economy,whereas those statements that ask state- owned enterprises to pass for but rather control might probably lead the mixed ownership reform to the wrong way; to scientifically deal with the anti-monopoly issue,we should not equal the large- scale enterprise to monopoly,and monopoly should be understood from the nature and based on a court ruling; to correctly understand the relationship between strengthening anti corruption and deepening state- owned enterprise reform,anti corruption could run parallel with deepening state- owned reform,and fighting against corruption is not fighting against the state- owned enterprises.
