摘要
就近入学政策是政府为保障义务教育阶段学生平等享有受教育权而出台的政策。由于政策在制订时考虑不周,以及在实施过程中存在漏洞,导致该政策出现价值偏离,有必要从经验性的视角对该政策的价值指向、价值选择合法性以及有效性进行分析。
The nearby enrollment policy is the one that the government protects students of the compulsory education stage to enjoy the right of education equally. It causes the policy value deviation because the policy-making lacks of consideration and there are loopholes in the implementation. Therefore, it is necessary to analyse the direction of value, the legality and effectiveness about the policy from the empirical perspective.
