武陵山区贫困农户生计资本评估及政府对策探究——以湖南省桑植县沙塔坪乡为例

Livelihood Capital Assessment of Poverty and Improvement Measures in Wuling Mountain Area——A Case Study of Shataping Villageof Sangzhi County in Hunan

以湖南省桑植县沙塔坪乡为例,重点针对当地贫困户,通过问卷调查法、访谈法等形式,了解当地农户生活现状。根据可持续分析框架理论,运用数理统计法对农户进行生计资本评估后发现,金融资本和人力资本匮乏是长期贫困户存在的主要原因。最后以资本评估为基础,针对减贫问题,在金融资本、人力资本、物质资本及其他方面提出相关对策。

Taking Sangzhi County of Hunan Province as an example, by means of questionnaire and interview, this paper focuses on local long- term poverty-stricken family, and aims to understand the local farmers life status. Based on the theory of sustainable analytical framework, and through the mathematical statistics method of farmers＇ livelihood capital assessment, we found that the lack of financial capital and human capital is the main reason for the long-term poverty. Finally on the basis of capital evaluation, aiming at poverty reduction, corresponding eountermeas- tires were put forward from aspects of financial capital, human capital, material capital.
