美国欠发达地区高校EPSCoR协同创新计划的实施路径及特点研究

The Study on Implementation Routes of College EPSCoR Collaborative Innovation Programs and its Characteristics in U. S. Underdeveloped Regions

始于20世纪70年代末的美国EPSCoR协同创新计划,是一项推动欠发达地区高校科研协同创新能力建设的重大肯定性行动计划。基于其"卓越与公平"的核心价值追求,EPSCoR协同创新计划通过优化高校科研协同创新基础设施、支持跨学科协同研发、提供涉外信息服务等实施路径,有效地提升了美国EPSCoR地区高校协同创新能力和国家竞争力,积累了丰富经验,对我国当前中西部地区高校基础能力建设具有一定的借鉴价值。

American EPSCoR collaborative innovation program,which was launched in the late 1970 s,is a significant affirmative action plan which has promoted the collaborative innovation capacity of scientific research in higher education institutions in American underdeveloped regions. Following its core value pursuit of＂excellence and fairness＂,the program effectively enhances the collaborative innovation capacity of the EPSCoR regional higher education institutions in the United States and the national competitiveness,and it has accumulated rich experiences,such as optimization of the infrastructure of collaborative innovation in colleges＇ scientific research,support of interdisciplinary collaborative research and development,provision of foreign information services,which means a lot to the construction of the foundation capacity of higher education institutions in the central and western regions in China.
