韩国ICT研发中长期战略(2013-2017)解读

Analysis on the ICT R&D Medium and Long- term Strategy(2013-2017) of South Korea

对韩国政府审议通过的《ICT研发中长期战略(2013-2017)》提出的背景进行分析,对战略蓝图与目标、重点任务以及保障体系进行简要综述,对韩国历届政府提出的ICT研发战略进行比较分析,期望对我国"十三五"时期信息通信技术领域的技术创新与产业发展规划有所启示。

The Korean government approved the ICT RD Medium and Long- term Strategy（ 2013- 2017） in October2013. After analyzing the new challenges in Information and Communications Technology area for Korea under the change of environment at home and abroad,the strategy defined the general objective and major tasks. And a promotion system was also developed for its successful implementation. This paper analyzes the strategy background and provides a brief overview of the goals,major tasks and the promotion system. A comparative analysis of the ICT RD Strategies for each successive Korean governments is also launched,which is worthwhile to be shared by Chinese counterparts in policy making for the technological innovation and industrial development of ICT area in the Thirteenth Five- Year Plan time period.
