美国国会图书馆NLS为残疾人服务历史悠久,随着信息技术的发展,目前采用传统图书馆、数字图书馆和移动图书馆三种服务模式,为用户提供针对性、个性化的免费服务。借鉴其经验,建立并完善我国图书馆残疾人服务保障机制,消除信息差距,保障残疾人的信息权利,实现信息公平,是当前我国图书馆需要解决的现实问题。

In the Library of Congress,NLS for the disabled has a long history.With the development of information technology,the three service mode：traditional library,digital library and the mobile library,provide targeted and personalized service free of charge.Draw lessons from the advanced experience,this paper puts forward that establishing and perfecting the safeguard mechanism for our country library service for the disabled,eliminating the information gap and ensuring the information rights of the disabled,and realizing information fairness are the real problems of our courtry.
