摘要
基于《环境影响评价技术导则地面水环境》(HJ/T 2.3—93)的数值模型部分内容已经落后于水动力及水质等数学模型的发展,不能满足环境影响评价工作的实际需要。建议开展地表水环境影响评价数值模拟精细化研究,研究不同模型维数、不同模型类型之间模拟结果的差异,并开展模型参数的敏感性分析,阐明影响预测结果的主要模型参数,建立适合我国环评应用的数值模拟预测共享软件平台。同时,开展地表水环境影响评价模型法规化研究,提出适用于国内地表水环境影响评价的数值模型清单,建立法规模型验证案例库和法规模型库,提出进入法规模型库的入库标准,规范环境影响评价中模型的使用,为环境影响评价领域的数值模拟预测规范化、科学化提供技术支持。
As the numerical models in the Guideline of Surface Water Environmental impact Assessment( HJ/T 2. 3-93 ) lag behind thedevelopment of hydrodynamic force and water quality modeling, it is necessary to carry out research on numerical modeling of surface waterenvironmental impact assessment to find out the differences between different models and to get the main parameters that affect the results.A software platform for numerical simulation prediction sharing should be established. Meanwhile, it is suggested that a numerical modelinventory for surface water environmental impact assessment and a database of regulatory models and calibration cases should be establishedwith clear access standards in order to provide technical assistance for the standardization of numerical modeling.
