政府职能转变视角下我国地方政府大部制改革的困境及对策研究

我国大部制改革开始于2008年,到2014年大部制改革已经取得了一些成就。在党中央频繁释出深化改革、加强改革顶层设计重要信号的当下,优化行政体制和政府结构、深化行政体制改革、理顺政府间和政府职能部门之间关系的大部制改革的重要性更加彰显。大部制改革应当以政府职能转变为根本取向和改革核心,探索职能转变下大部制改革的困境和对策,对于深入大部制改革有着重要的意义。

The super-ministry system reform in China started in 2008, and it has made some achievements in 2014. The importance of deepening the reform and reinforcing the design of top-level of the reform is emphasized by the Party Central Committee. And the importance of optimizing the administrative system and structure, strengthening the relationships between governments and their departments is being highlighted. The superministry system reform should be carried out under the core of transforming the government functions, and exploring the difficulties and countermeasures is also very meaningful for the reform.
