内蒙古新型农村合作医疗住院实际补偿比情况及影响因素

Analysis of the Situation and Influence Factors of Actual Inpatient Reimbursement Rate on New Rural Cooperative Medical Scheme in Inner Mongolia

目的:分析内蒙古自治区新型农村合作医疗住院实际补偿比的情况及其影响因素,为卫生部门决策提供依据。方法:采用典型抽样方法收集内蒙古3个市28个旗县区2009-2012年的新农合相关数据,数据分析使用描述分析和多元线性回归分析两种方法。结果:3个市的住院实际补偿比由高到低依次是B市49.46%、C市47.71%和A市44.52%。多元线性回归分析发现筹集资金总额、基金使用率和次均住院费用是影响住院实际补偿比的3个因素,其中筹集资金总额和基金使用率与住院实际补偿比呈正相关,而次均住院费用与住院实际补偿比呈负相关。结论:内蒙古3个市的住院实际补偿比与我国平均水平仍有差距。提高筹集资金总额和基金使用率降低次均住院费用有利于提高住院实际补偿比。

Objective： In order to provide the suggestions for health department, this study analyzed the situation and influence factors of actual inpatient reimbursement rate on New Rural Cooperative Medical Scheme in Inner Mongolia. Method：This study used typical sampling to collect the data of NRCMS from 28 counties which belong to 3 cities in Inner Mongolia in 2009 - 2012, and employed the descriptive analysis and multiple regression analysis to assess the data. Result： The actual inpatient reimbursement rates of three cities were B city 49.96% , C city 47.71% and A City 44.52%, respectively. Multivariate regression analysis showed the total funds raised, the utilizing rate of NRCMS fund and the average hospitalization expense were influential factors of actual inpatient reimbursement rate. The total funds raised and the utilizing rate of NRCMS fund are positively associated with actual inpatient reimbursement rate, but the average hospitalization expense is negatively associated with actual inpa- tient reimbursement rate. Conclusion ： For there was a gap actual inpatient reimbursement rate, there was a gap between the three cities of Inner Mongolia and the national level. The higher of total funds raised and utilizing rate of NRCMS fund lead to the increasing the actual inpatient reim- bursement rate, and the lower of average hospitalization expense increased the actual inpatient reimbursement rate.
