摘要
当前推进我国政府公共服务标准化发展,需要打造价值导向的升级版,从效率导向转变为公民导向。与效率导向相比,公民导向更加侧重开放的、参与合作的服务方式和有效回应公民需求。从历史和比较的逻辑看,我国政府公共服务标准化实现由效率导向到公民导向的价值蜕变具有必然性。这种蜕变需要创新改革动力,推进配套改革,主要包括强化制度保障、建立激励约束机制、构建开放的参与机制、优化服务规范以及培育公民意识。
At present, to promote the development of Chinese government’s public service standardization, it is imperative to cre-ate version 2.0 of value orientation, making a transition from efficiency-orientation to citizen-orientation. Compared with the efficiency-orientation, citizen-orientation focuses more on the open ,participatory way of service delivery and effective responds to the needs of citi-zens. In a historical and comparative perspective, the transition from efficiency-orientation to citizen-orientation is inevitable for public service standardization of Chinese government. To realize the transition, it needs to renew reform momentum and promote supporting re-forms, including strengthening institutional safeguards, establishing incentive and restraint mechanisms, building open participatory mechanisms, optimizing service specifications and fostering citizen consciousness.
