在当今社会经济飞速发展的背景下,加快新型城镇化建设是我国现代化建设的重大战略和历史性任务。目前,我国经济和社会的发展正处于"爬坡过坎"的关键阶段,党的十八大报告提出:"坚持走中国特色的新型城镇化道路。"新型城镇化道路是当前经济发展的一大热点问题,产业支撑新型城镇化建设应健全产业领域内的法律法规,优先发展基础产业,对产业进行转型升级。

In today’s rapid social and economic development of the society, to accelerate the construction of new urbanization is a major strategic and historic task of China ’s modernization. At present, the development of China ’s economy and society is in a “climb-ing over the ridge”, the critical stage, the party ’s 18 report：“Chinese characteristics, adhere to the new urbanization.” New urbanization is currently a hot topic of economic development issues, supporting new urbanization construction industry should improve laws and reg-ulations in the field of industry, priority to the development of basic industries, industrial transformation and upgrading.
