浙江省衢州市医疗机构传染病网络报告问题及原因分析

Problems in network reporting of communicable diseases and related factors in medical institutions in Quzhou,Zhejiang

目的了解浙江省衢州市医疗机构传染病网络报告中存在的问题,为进一步规范传染病报告管理工作提供依据。方法按照《全国法定传染病漏报调查方案》和《中华人民共和国卫生行业标准(WS 279 2008)》进行传染病漏报和诊断符合率调查。结果 2013年1 6月衢州市法定传染病漏报率为2.85%,明显高于全国平均水平。诊断不符合情况也居高不下,梅毒、淋病和乙型病毒性肝炎诊断符合率依次为84.56%、85.63%和71.74%。医疗机构信息系统建设不完善,影响传染病报告管理工作的有效开展。公共卫生科人员设置普遍不足,人员素质有待提高。结论衢州市县级及以上医疗机构传染病网络报告管理工作中存在较多问题,医院应加强培训和自查工作,疾病预防控制机构要加强技术指导,切实提高衢州市传染病网络报告管理工作。

Objective To understand the problems existing in netw ork reporting of communicable diseases in Quzhou,Zhejiang province,and provide evidence for further standardizing the management of communicable disease reporting.Methods The survey of underreporting of communicable disease and diagnosis accordance level w as conducted according to the ＂ National protocol of communicable disease underreporting survey ＂ and ＂ National health specification＂. Results The underreporting rate of communicable diseases w as 2. 85% in Quzhou during January-June2013,w hich w as significant higher than national level. The diagnosis accordance level w as not high. The diagnosis accordance rate of syphilis,gonorrhea,and hepatitis B w as 84. 56%,85. 63% and 71. 74% respectively. The disease reporting information system in local medical institutions w as not perfect,related human resources w ere lacking and the professional level of staff engaged in disease prevention and control should to be improved. Conclusion M any problems existed in netw ork communicable disease in medical institutions in Quzhou. It is necessary for CDC to strengthen the technical guidance and staff training to improve the communicable disease reporting in Quzhou.
