在市场化改革的新形势下开展水权试点,推进水权确权登记和水权交易,需要在现行水资源行政配置中引入市场机制。这就要求对现行水资源管理制度,特别是取水许可制度进行相应的调整和完善。在分析现行取水许可制度的基础上,深入阐述水权水市场建设面临的新形势,以及对水资源管理制度提出的新要求,最终提出依照法律规定或者法律授权开展水权制度建设的建议。

Market mechanism should be introduced into the governance of water allocation along with the implementation of water rights pilots under the background of market oriented reform, and in particularly during the process of water rights registration and trading, it is necessary to perfect the water resources management system and especially current licensing system. Challenges for the establishment of water rights and water market are discussed and new requirement for water resources management system are examined. Finally recommendations are given on how to set up water right system in accordance with laws and regulation or under the legal authorization.
