城市群发展进程中水资源协调管理刍议

Integrated water resources management in the developing process of city agglomeration

在我国城市群不断发展扩大的新形势下,分析以城市自身水资源管理为基础,从水资源开发利用、用水管理、水污染防治、水资源管理基础工作等方面探讨开展城市群水资源协调管理的对策措施,并从发挥水价杠杆作用、水权或排污权交易、水资源保护和水务一体化等方面提出加强城市群水资源协调管理的政策建议。

Under the new situation of expansion of city agglomeration, studies are made on the measures for water resources development and utilization, water use management, pollution control and basic work of water resources management based on the current practices and experiences. Policy-based solutions are proposed in terms of maximizing role of water pricing, trading of water entitlement and pollution discharge right, water resource protection and integration of water affair management.
