对《深圳经济特区水资源管理条例》的修订探讨

Amendment to Water Resources Management Regulations of Shenzhen Special Economic Zone

《深圳经济特区水资源管理条例》(以下简称《条例》)于1994年12月26日经深圳市第一届人民代表大会常务委员会第二十七次会议审议通过,自1995年3月1日起施行。《条例》实施20年间,深圳市经济社会快速发展,人口急剧增加,面临的水资源短缺问题更加严峻,加上《条例》制定依据的上位法已作了较大修改,国家及省级层面提出实行最严格水资源管理制度的要求,作为本市水资源管理重要依据的《条例》应适时进行修订。在分析深圳水资源管理面临的形势及当前水资源管理法规存在问题的基础上,提出《深圳经济特区水资源管理条例》修订意见,建议应尽快将条例修订列入本市立法计划。

Water Resources Management Regulations of Shenzhen Special Economic Zone （hereinafter referred to as Regulations） was deliberated and approved at the 27th meeting of the 1st Session of the Standing Committee of People＇s Congress in Shenzben Municipal on Dec. 26, 1994 and came into effect on March 1, 1995. Over the past two decades, water shortage problem has become severer along with fast economic and social development and population increase. The Regulations have to be amended under the requirement of the implementation of the most stringent water resources management system. Amendments of these regulations are made based on consultation and analysis of current situation and issues related to current rules and regulations for water resources management. It is urged to include the amendment of the Regulations into the legislation plan of the city as early as possible.
