摘要 水功能区水环境区域补偿是流域跨行政区水功能区、饮用水水源区等重要水功能区污染控制、环境保护和实现水资源有效分配的最有效经济手段。通过以水环境容量为平台的重要水功能区水环境区域补偿方法,将重要水功能区的水质指标作为水环境区域补偿评价的一种重要手段,纳入流域和区域综合环境管理的水环境区域补偿机制中。同时,以南流江流域为例,通过计算跨行政区界水功能区、饮用水水源区等重要水功能区水环境区域补偿量,对广西重要水功能区水环境区域补偿机制进行探讨。 Regional compensation mechanism for water environment in water function zones is one of the most effective economic tools for pollution control, environment protection and efficient distribution of water resources in main water function zones such as those across administrative regions and drinking water sources. The approach takes bearing capacity of water environment as the basis for compensation and uses water quality indices as the main tool for evaluation at river basin and regional levels. Meanwhile, Nanliujiang River Basin is used for calculating amount of compensation to water environment in function zones such as those across administrative regions and drinking water sources. Further discussions are also made on how to implement compensation mechanism effectively in the province.
